A SECOND chance in life awaits 257 inmates of the New Bilibid Prisons (NBP), many of them old and ailing, who were recommended for parole yesterday by Bureau of Corrections DirectorVicente G. Vinarao.
"Around 200 of these inmates are 70 years old and above, and 57 have been classified as terminally ill, " Vinarao said.
Among those recommended for parole were 20 inmates with advanced tuberculosis, and others who had been diagnosed for chronic renal failure with anemia, asthma, hypertension, epilepsy, leprosy, cirrhosis of the liver, and diabetes.
Humanitarian reasons
In a letter to Justice Secretary Raul Gonzalez, Vinarao asked that that the inmates be granted executive clemency for humanitarian reasons. The NBP chief also admitted that the move was also an effort to decongest the prison.
