AS A JOURNALIST, I had been taught that unusual happenings make news.

For example, a man who bites a dog makes news. But if a dog bites a man, it's not news.

In my many years as a police reporter and as host of a public service radio and TV program, "Isumbong mo kay Tulfo," I've had my share of unique stories that titillate the prurient or voyeuristic interest of the public.

Two stories, or rather complaints, that "Isumbong" handled in 2004 could make it to the Guiness Book of World Records because of their uniqueness.

The first story concerns Ronaldo "Jeff" Quesada, 36, of Meycauayan, Bulacan. Accused of rape, Jeff is languishing at the Bulacan provincial jail, rape being a unbailable offense.
