A newly-appointed U.S. envoy for countering Kurdish rebel violence in Turkey arrived Tuesday in Ankara for talks _ a sign the two countries are inching toward cooperation in reducing the threat posed to Turkey.

Retired U.S. Air Force Gen. Joseph Ralston _a former NATO Supreme Allied Commander and former deputy chief of staff _ was scheduled to meet Wednesday with Turkish officials for talks on the Kurdistan Workers Party, or PKK.
