John Doherty has been chief executive of the Alameda Corridor Transportation Authority since 2003. The corridor provides an intermodal rail link between the ports of Los Angeles and Long Beach and mainline rail tracks.

Q. Daily train traffic on the Alameda Corridor increased noticeably this past year. What did ACTA and the railroads do to foster this boost in traffic?

A. The Alameda Corridor is handling nearly 60 trains a day, seven days a week. That compares with fewer than 40 trains a day in 2002. The primary reason for the increase is that the railroads are achieving better utilization of the on-dock rail facilities at the ports. A working group was formed two years ago that …
