In the opinion of proponents of the planned rise in excise tax on heating oil, the move is to limit the possibility of operating in the grey zone. This view is not shared by representatives of the fuel industry and entrepreneurial circles. "If the government really intends to fight to reduce the grey zone, instead of raising excise tax it should establish an electronic registration system for oil derivatives traders, which would enable it to oversee transfer of these products from producer to the end user," says head of Polish Chamber of Liquid Fuels (PIPP) Halina Pupacz.
