Defense Minister Sergei Ivanov has been put in charge of improving civil and military flight safety in the country following three deadly plane crashes in the past four months, Interfax reported Thursday.
"We need to take measures. We cannot wait for another tragedy," Prime Minister Mikhail Fradkov said during Thursday's Cabinet meeting.
The prime minister also said a balance had to be found between federal spending to develop the domestic aviation industry and the purchase of foreign-made planes.
"We have no right to lose our domestic aviation industry. That is beyond question," Fradkov said in comments posted on the government's official web site.
The government also announced Thursday that it would make one-time payments of 100,000 rubles ($3,740) to families of the deceased passengers and crew members. Ivanov said flight safety was threatened by the improper certification of parts and bad weather forecasting, among other factors.
