Glendale, Calif., gets rolling on law to keep shopping carts off streets.

Nov. 29--With more than 1,600 shopping carts sitting on Glendale streets on any given day, the City Council is cracking down, drafting a law requiring stores to have systems to keep carts on their premises.
The planned ordinance, believed to be the first of its kind, would help rein in stray carts, which the city now spends about $68,250 each year to monitor, retrieve, store and return.
The problem is particularly bad in Glendale because of its dense neighborhoods in which shoppers walk to stores and roll their full carts back home.
