Since the federal government clarified Title IX and issued a model survey last year, Title IX advocates have been highly critical of it. Now it seems that most school aren't using the survey at all.
Critics say the survey provides a way for schools to evade their responsibilities to female students, instead of ensuring that they have an opportunity to participate in collegiate athletics. The government offered the model survey as one method to show compliance with Title IX, the federal law requiring gender equity in educational programs.
