Aug. 15--Blacks and Latinos in Harrisburg may be more likely than white homeowners to settle for high-interest loans when they refinance, according to a study released Tuesday.
ACORN, a nationwide community activist organization, surveyed 130 metropolitan areas to see where residents encounter the greatest risk of "rate shock" -- meaning a significant increase in their mortgage payment due to rising interest rates.
The survey focused on loans in the subprime market, including adjustable-rate mortgages subject to increasing payments when interest rates rise.
