Jul. 1--PRATTVILLE -- For 19-year-old Shaquitka Lewis, having no vehicle made life difficult, but thanks to a federal program implemented in Autauga County last year it wasn't a deal-breaker.

The single mother of Kelby Lewis, 1, took advantage of the Job Access and Reverse Commute (JARC) program, an expanded transportation service that connects welfare recipients and low-income residents to jobs and other employment-related services.
