IN RECENT TIMES the so-called "enterprise economies" (the United States, Britain and Australia) have all experienced major government failures that have been due to the incompetence of their public services. In the United States it was the destruction caused by Hurricane Katrina, in Britain the deterioration of the health system, and in Australia the problems with the Department of Immigration and the Customs freight clearance system. It is clear that the public service is the weakest link in the enterprise economy chain.
