"Over 45 million Americans lack health insurance, and over 50% of those are owners or employees of small businesses. Small employers, therefore, are especially important in the fight to bring affordable health coverage to the uninsured. But in today's insurance market, small employers simply cannot provide affordable, quality coverage for their workers. Due to inflexible, inconsistent state laws, many states lack competition and have very few options in the market. Indeed, small employers' premiums are typically 20% to 30% higher than large, self-insured companies, forcing many small employers to drop or drastically reduce coverage.
