Survivors of a deadly tour boat trip in the Adirondacks say heavy people and too much water flipped the boat over, according to newly released documents in a case that exposed how America's safety rules have been eclipsed by its expanding waistlines.

Contradicting the captain's claims that a big wave was to blame, the passengers of the Ethan Allen put too much weight, and perhaps too much water, in the boat, according to documents released Friday by the National Transportation Safety Board.
