Jun. 30--The Supreme Court's decision yesterday that military commissions created to handle the trials of detainees at Guantanamo Bay are illegal was a muscular reaffirmation of the rule of law. The nation has two well-established systems of justice available to determine detainees' guilt or innocence: one civilian, the other military. President George W.
