Jun. 30--A Middletown contractor already charged with illegally obtaining a contract to patch roads from the state Department of Transportation was arrested again Thursday along with a former high-ranking DOT employee accused of altering state records to assist the contractor. Robert Marino, owner of Marino Brothers of New England Inc., and Louis R. Malerba, the former director of maintenance and highway operations, were both charged with second-degree forgery by investigators from Chief State's Attorney Christopher Morano's office.
