Jun. 30--The Supreme Court has finally spoken about the Texas redistricting case, rendering a decision -- albeit with a decidedly mixed message -- that most assuredly will produce future election chaos in this and other states. The nation's high court, while unable to shed its obviously partisan bent, ruled in a way that was sure to disappoint some people, but at the same time, gave both sides of the redistricting argument a reason to proclaim victory.
