This is an update to correct the first name of HHS Secretary Leavitt in the fourth paragraph.

BOSTON (MarketWatch) -- The Department of Health and Human Services awarded a total of $1 billion in research contracts to drugmakers on Thursday as part of the government's effort to encourage development of quicker and more efficient modes of vaccine production in case of an avian flu pandemic.
