It is generally acknowledged that the wheels of justice grind slowly. But even by Nigerian standards, the tardiness in bringing failed contractors to justice is scandalous.
The panel on failed and non-performing contracts was among the first to be set up when this administration came to power in 1999. The panel did its work speedily and turned in its report. Thereafter, it took the government a year or two to bring the White-paper out of the bureaucratic mill.
