A security alert was sparked when inmates staged a roof-top protest at Hindley Prison.
Two men, wearing prison issue brown tops and dark blue trousers, held out for seven hours before negotiators persuaded them to come down.
It is believed their demonstration concerned demands to be transferred to another prison.
