ILLEGAL discharges into the Baltic Sea are on a downturn, according to the latest survey by the Helsinki Commission's Response group.
There were a total of 292 illegal discharges in 2003 compared with 461 in 1993 and 649 in 1995, the worst year since 1988.
The results are good news in view of the increased density of shipping in the Baltic and concerns about the risk of pollution arising from it.
Discharges have been plotted since 1988 using surveillance aircraft.
The survey attributes the decrease to the 'positive results of the complex set of measures known as the Baltic Strategy, which is implemented by the contracting parties to the Helsinki Convention'.
