THE European Commission has published a White Paper setting out its proposals for the amendment of the regulation which applies the European Community competition rules to international maritime transport (Regulation 4056'1986), writes Matthew Levitt .
The proposal published in October to abolish liner conference rate fixing is the most contentious aspect of the commission's proposals and has attracted most of the publicity (see, for example, 'Brussels white paper signals end of liner conferences', Lloyd's List, October 13 2004).
