GEN. Lisandro Abadia, former chief of staff of the Armed Forces of the Philippines, will be charged with graft for his P11,262,876 in alleged unexplained wealth that he accumulated during his one-year term as AFP head.
In a supplemental resolution, Ombudsman Simeon Marcelo yesterday directed Special Prosecutor Dennis Villa-Ignacio to file charges of "unexplained wealth'' and to initiate forfeiture proceedings against Abadia in the Sandiganbayan.
A net worth analysis made by the Office of the Ombudsman showed that Abadia should have accumulated assets of only P2.6 million from 1987 to 1993 based on his salary, other income and sale of property.
With the huge increase in his "claimed income in 1992 and 1993, there exists probable cause that (Abadia) made untruthful statements in his (statement of assets and liabilities) for 1992 and 1993,'' making him also liable for perjury, Marcelo said.
The order for the filing of graft charges against Abadia, a 1962 graduate of the Philippine Military Academy, came days after Marcelo announced that his office was investigating 10 generals and colonels-both active and retired-for unexplained wealth besides Maj. Gen. Carlos Garcia, a former AFP comptroller.
