Established in 1994 to develop and administer the three-phase, 300-hectare Subic Bay Industrial Park, SBDMC is a 49-51 joint venture between Subic Bay Metropolitan Authority and the Taiwan-funded United Development Corp. (UDC).

The former is the highest Philippine authority in Subic Bay, headed by senior banker and businessman Alfredo C. Antonio. The latter is partially owned by the prestigious China Development Industrial Bank, Taiwan's largest venture company in terms of assets.
