THE finding of an arsenal of makeshift weapons, the ready access to illicit drugs, the inmates sneaking in and out of the rehabilitation centres and, in some cases in the past, running amok and torching buildings and offices are nothing new.
Security at the centres has been lax and the situation was taken advantage of by the inmates.
