Mar. 31--Suffolk County Water Authority board member Eric Russo broke county ethics rules by failing to disclose he represented five clients as a private attorney who had dealings with the water agency and in several cases intervened directly on their behalf, the county ethics commission has found. The three-member panel issued a seven-page "notice of reasonable cause" on Monday that found that Russo's actions "created or might reasonably tend to create a conflict or impair the proper discharge of his officials duties."
