DAVAO CITY, March 1 Asia Pulse - City Mayor Rodrigo Duterte on Tuesday vowed to transform a 55,000-hectare land into a productive rubber plantation in Paquibato district here once the area is cleared of communist rebels.
Duterte urged New People's Army (NPA) guerillas in the area to "come into their senses" and stop their armed struggle, and instead help the city government attract businessmen to invest the rebel-infested district.
Duterte admitted that the present peace and order situation in Paquibato keeps investors from putting business in the area.
Duterte cited the case of North Cotabato province in Central Mindanao, which was affected by massive military and Moro rebel armed confrontation in the past.
