Feb. 28--In his second State of the County address, Miami-Dade Mayor Carlos Alvarez broadened his priorities to include affordable housing, defended his efforts to protect the urban development boundary and took a more genial approach towards commissioners who last year clashed with him over his efforts to strengthen the mayor's office.
