LEGAZPI CITY-Local officials, environmentalists, fishermen and concerned residents have asked President Macapagal-Arroyo to help them put an end to rampant illegal fishing in Donsol town in Sorsogon and act on the apparent apathy of local and regional police officials.

Donsol has been dubbed the "Whale Shark Capital of the World" because of the presence of whale sharks locally known as butanding (Rhincodon typus), in its municipal waters.

The town's problem was brought to the attention of the President on Saturday during her visit here to attend the Ibalong Festival. She referred the issue to Chief Supt. Restituto Mosqueda, police regional chief.

Mosqueda said the task of checking illegal fishing had already been devolved to the local government units.

But Donsol Mayor Salve Ocaya bewailed the seeming indifference of Supt. Perfecto Rabulan, town police chief. She said Rabulan refused to assist her group in confronting a fishing trawl in the municipal waters on Oct. 6.

Rabulan, however, countered that he had been informed by the regional intelligence group that its personnel were operating in the area at that time and that they could figure in a misencounter with the mayor's group and the local police.
