CLARK SPECIAL ECONOMIC ZONE-His military background, the corruption scandal rocking the Armed Forces and the tradition of civilian leadership in the Bases Conversion Development Authority make retired AFP Chief Of Staff Narciso Abaya an unpopular choice to head the BCDA.
"It shocks me that a position has been reserved for someone who still has to take accountability for the recent corruption issues at the AFP," businessman Rene Romero, private sector representative to the Regional Development Council in Central Luzon, said of Abaya.
Romero was referring to the cases of unexplained wealth against former AFP comptroller Maj. Gen. Carlos Garcia and his budget officer, Lt. Col. George Rabusa.
On Abaya's retirement last Friday, President Macapagal-Arroyo announced his appointment as BCDA president and chief executive officer.
The BCDA, according to its website, is a government-owned and -controlled corporation tasked with converting military base lands "into productive civilian economic centers consistent with the thrust to disperse business opportunities and economic activities throughout the countryside."
