SEOUL, Nov 1 Asia Pulse - South Korea said Friday that it will resume publishing its defense white paper in January, three years after it suspended printing the document over a dispute on its definition of North Korea as the "main enemy."
The South Korean Defense Ministry, however, said it has yet to determine whether it will refer to North Korea as its main enemy in the new white paper.
"We will gather opinions from all walks of life on the main enemy issue. Nothing has yet been determined about it," said Ahn Kwang-chan, assistant defense minister for policy.
"There is a consensus that North Korea is a threat," Ahn told reporters. "But the Defense Ministry cannot make a conclusion on that by itself."
He said the new defense white paper would be printed and distributed by Jan. 15.
The South Korean Defense Ministry began defining North Korea as its main enemy in 1995 during the first North Korean nuclear crisis.
North Korea took issue with the term after its leader Kim Jong-il held a historic summit with his South Korean counterpart, former President Kim Dae-jung, in 2000. Later, the North boycotted scheduled inter-Korean talks in protest.
