STEPHEN Flynn, senior fellow in national security studies at the New York-based Council on Foreign Relations, outlines a nightmare.
A bomb goes off in the US heartland, causing measurable and significant damage. The post-mortem finds it came in a container, brought inland on a truck or train owned or hired by a leading US retail chain.
The truck loaded the container at a US seaport, where it arrived on a ship compliant with the International Ship and Port Facility Security Code.
The ship sailed from a foreign port enrolled in the Container Security Initiative. The importer was enrolled in the Customs-Trade Partnership Against Terrorism.
Dr Flynn's point is that al Qa'eda is sophisticated enough to be aware of the links in the maritime transport chain that US authorities view as low security risks.
