It is now five years into the peculiar brand of Nigeria's democracy that is now irretrievably nascent. And the worst hit by this nascent syndrome is the National Assembly.
This is a body almost utterly run in situ, refusing to grow and flower beyond the kindergarten level of legislative competence.
