22 OCTOBER 2004 PORT VILA (Pacnews) - Transparency International in Vanuatu says it's concerned that 60 per cent of the population is unaware changes are being made to the country's Constitution.

The corruption watchdog says few people outside the capital have access to newspapers, radio or television and the public has not yet been consulted on the proposed amendments.
