In a series of very short essays outlining the state of the post-9/11 world, AEI fellow Thomas Donnelly sketches a broad overview of a world that's changed significantly in some respects as a result of the Islamist terror attacks but remains the same in others.

Above all, Donnelly contends, "the fundamental correlation of power in the world remains the same" The United States still enjoys enormous power, and liberal democracy continues to flourish around the world. Despite the threat of international terror, the era is still one of Pax Americana.

The U.S., Donnelly writes, has mostly come to grips with its status and the fact that it will have to operate in an international environment. This is all the more important because the major allies like France and Germany are actually cutting defense spending, thanks to tepid economic growth and the ever-growing burden of maintaining a lavish welfare state.
