With Cingular Wireless L.L.C.'s pending $41 billion acquisition of AT&T Wireless Services Inc. nearing reality, interest is beginning to shift to how the nation's second- and third-largest wireless carriers will manage the enormous task of combining their well-defined operations into a single, coherent package.

Industry observers note the complex marriage will involve numerous steps that likely will drag on for years, but that both companies must hit the ground running on a handful of top priorities if they are to succeed. While they are unable to officially collaborate until the deal is closed due to competitive concerns, both companies are working together on some of these issues in what has been termed a "clean room.''

"I am sure they are in active planning mode now, engaging where they can,'' said Michael Grossi, principal at consulting firm Adventis Corp. "I think they can expect in around 18 months to have 85 to 90...
