JIM ANGLE, FOX NEWS ANCHOR: Next on SPECIAL REPORT, Zacarias Moussaoui stuns the courtroom, saying for the first time he planned to fly a plane into the White House with shoe bomber Richard Reid as part of the 9/11 attack.

President Bush says amnesty for illegal immigrants would be unwise and unfair, but says the immigrants do help sustain the economy. Senators come up with their plan, along with tighter enforcement. And a Sunday raid by U.S. and Iraq forces on a kidnapping cell angers Shiite groups who halt talks over a new government. All that after headlines, from New York. HARRIS FAULKNER, FOX NEWS ANCHOR: Hello, everyone. I'm Harris Faulkner. The U.N. turning to international community to accommodate an Afghan man who faced the death penalty for converting to Christianity.

A U.N. spokesman saying the world body is working with Kabul after Abdul Rahman requested asylum outside Afghanistan. Rahman reportedly is set to be released soon pending a doctor's examination.

North Korea warning Washington it faces grave consequence if it continues with the military exercises in South Korea. The communist regime which is at a standoff with the U.S. over its nuclear ambitions saying the annual drills are rehearsal for an invasion, but the U.S military saying the week-long exercise is strictly for defense purposes. The Egyptian government confirming a deadly strain of bird flu has killed a second person. The victim was from the same area was the country's first human fatality. Three others people in Egypt have tested positive for the deadly strain of the virus that has killed more than 100 people, mostly in Asia.

A court appearance today for the woman accused of gunning down her husband, a popular Tennessee minister. Mary Winkler was arraigned on first-degree murder charges. The judge putting off the decision on bail until Thursday. Police say Winkler confessed to killing her husband last week before taking off with kids to Alabama. No word on a possible motive.

Our next news break is at the bottom of the hour. SPECIAL REPORT starts now with Jim Angle in for Brit Hume.

ANGLE: Welcome to Washington. I'm Jim Angle in for Brit Hume. We'll get to the details of that dramatic Moussaoui confession in a moment. First, the hottest topic in American politics at the moment is immigration, which was the focus in both the White House and the Senate today. We begin with Fox News correspondent, Major Garrett, who has been following the debate in the Senate Judiciary Committee, which has now reached a compromise.

MAJOR GARRETT, FOX NEWS CORRESPONDENT: That is right, Jim. A partial compromise. The committee labored for about eight hours on a bill it will send to the Senate floor for debate tomorrow. Here is how the chairman, Arlen Specter, wrapped up today's proceedings.

SEN. ARLEN SPECTER (R-PA), JUDICIARY CMTE. CHAIRMAN: The bill is reported to the floor.

GARRETT: A realist might say those are qualified cheers. The Senate Judiciary Committee did not tackle the biggest issues it was facing, meaning a guest-working program or a path to legalization for millions of illegal aliens already here in America. It did deal with other issues all the way watched by protesters and advocates for the illegal immigrants here now.

(voice-over): Protesters on Capitol Hill urging the Senate to reject new get-tough measures on the illegal aliens. They scored two victories. The Senate Judiciary Committee rejected a House move to change illegal boarder crossings from a misdemeanor to felony.

SEN. JOHN CORNYN (R-TX), SENATE JUDICIARY CMTE: The House made that violation a felony. And I want to be clear, I don't agree with that. I don't know anyone on the committee who agrees with that.

GARRETT: The committee also agreed to protect churches and charities from House language protesters feared could lead to the arrest of Samaritans who helped an illegal alien.

SEN. RICHARD DURBIN (D-IL) SENATE JUDICIARY CMTE: A priest who counsels an undocumented mother to stay in the United States with her U.S. citizen children, rather than abandoning them...
