Twenty years ago I was appointed to lead the Birch Society's effort to preserve the U.S. Constitution. My special assignment came on the brink of a federal constitutional convention (con-con). The Constitution provides for amendments to be initiated by a two-thirds vote of Congress, or by a convention called at the request of two-thirds of the state legislatures. All 27 constitutional amendments adopted up to this time were initiated by Congress. No con-con has been held since 1787, when a new Constitution was drafted to replace the Articles of Confederation.
