There's both good and bad news regarding the reaction of states to the No Child Left Behind (NCLB) Act. The good news is that states continue to resist, and the bad news is that most of them, with Utah being one of the rare exceptions, are resisting on the wrong grounds.
On August 22, Connecticut Attorney General Richard Blumenthal filed suit against U.S. Secretary of Education Margaret Spellings and the Department of Education, complaining that the federal government is not giving Connecticut enough money to finance the annual testing required by the NCLB Act.
