The REAL ID Act, signed into law by George W. Bush on May 11, created our country's first national identification card. The measure imposes federal standards on state driver's licenses, and creates a huge central identification database--which will be shared by the governments of Mexico and Canada. The law also "gives authority to the Secretary of Homeland Security to unilaterally add requirements as he sees fit," noted Rep. Ron Paul (R-Texas), an opponent of the act. Those requirements, in short order, will probably involve the use of "biometric identifiers," such as retinal scans.
