Each year the Ashville, North Carolina, police department holds an annual awards banquet to honor individuals for various achievements. Citizens who have demonstrated exceptional qualities are given the "Exemplary Citizen" award. The department gave the award to four public-spirited citizens at its 15th annual awards ceremony on the evening of February 7.
The first recipient was Kimberly Waters, who was in the parking lot of a local Wal-Mart last December when she was approached by several suspicious-looking people in a vehicle. Though she didn't know it at the time, the occupants had committed several robberies in the area, and they had targeted Waters as their next victim.
When one of the would-be thieves attempted to snatch Waters' purse, she refused to give it up. She instead got into her car and followed the robbers, getting their license plate number and calling the police on her cell phone. She continued to trail the vehicle ...
