SIR: Professor Winterton's paper on the head of state (September 2004) omitted a very relevant pronouncement by the Imperial Conference of 1926 which said:

 
   The Governor-General of a 
   Dominion is the representative 
   of the Crown, holding in all 
   essential respects the same 
   position in relation to the 
   administration ...
