THE European Union is planning to ratchet up pressure on Russia over its maritime oil export regime, according to the incoming commissioner for transport.
All negotiations on rail and air links with Europe will be conditional upon satisfactory progress in maritime safety talks, Frenchman Jacques Barrot told the transport committee of the European parliament.
'Maritime safety must come up in all discussions with the Russians,' Mr Barrot said during his confirmation hearing.
'I will tell everyone in the commission that there is no point going to Moscow unless the first point of discussion is maritime safety.'
His forthright comments follow increasing concern about a Prestige-style oil spill disaster in the Barents and Baltic Seas. EU maritime authorities believe Russian exports are shipped on substandard tonnage, much of which they cannot inspect as it does not touch European ports.
