Koizumi to guide diplomacy

The lineup of Prime Minister Junichiro Koizumi' reshuffled Cabinet apparently reflects his desire to ensure that top officials at the Prime Minister's Office, including himself, take the lead in tackling the host of diplomatic problems facing the country.
Difficult tasks include how to respond to the proposed realignment of U.S. forces in Japan. The frustration felt by the U.S government about the matter boiled over last month.
Richard Lawless, deputy undersecretary for Asian and Pacific affairs at the U.S. Defense Department, visited Liberal Democratic Party headquarters in Tokyo on Sept. 9. and held talks with Fukushiro Nukaga, then chairman of the LDP's Policy Research Council.
During the talks, Nukaga told Lawless that he heard the bureau-chief-level talks between Japan and the United States, held in late August, had turned out to be a fierce exchange of views.
