The Kyoto Protocol, which requires industrial nations to reduce emissions of greenhouse gases, including carbon dioxide, is likely to go into effect without the United States ratifying it.
This is because the Cabinet of Russian President Vladimir Putin, which has approved the treaty, will soon submit a draft bill on its ratification to the State Duma, or lower house of parliament.
Seven years have passed since the protocol was adopted. Russia's move is indeed a big step forward after a series of twists and turns.
The protocol has been ratified by 124 countries, including Japan, and the European Union.
