The influence of Liberal Democratic Party factions in the selection of 22 senior vice ministers Wednesday appears to have dashed hopes that ministers would be able to appoint their senior vice ministers and parliamentary secretaries from a list of hopefuls based on their expertise.
In some cases, the new appointments disregarded preferred choices put forward by Cabinet ministers, instead giving precedence to the opinions and wishes of senior LDP members and the preferences of LDP factions.
For now at least, the system--which was proposed by the LDP in a bid to stymie personnel selection based on factional hierarchy within the party--appears to have been reduced to little more than a facade.
Of the 22-member roster, 19 are from the LDP and three from the LDP's coalition partner New Komeito. Seventeen are House of Representatives members, and five are from the upper house.
