A scheduled meeting between the government and representatives of the elderly and disabled to discuss controversial cuts in welfare allowances was called off after chaos broke out on a Wan Chai street yesterday. There were angry scenes when more than 350 protesters met Director of Social Welfare Paul Tang outside his office on Queen's Road East. Police had to escort Tang from the scene.

Earlier, the crowd _ made up of blind, physically handicapped and elderly people as well as social workers and volunteers _ marched along narrow Lee Tung Street to Tang's office at Wu Chung House on Queen's Road East.
