Introduce an `Open Registration' System EC Told.

As part of measures to ensure peaceful elections come December the Centre for Democratic Development (CDD) has suggested to the Electoral Commission (EC) to introduce an "open registration" system which would allow an all-year round registration to cut down cost and the several inconveniences and controversies associated with the current system.
