Hong Kong's chief telecommunications regulator signalled it will take a light approach towards regulating Internet-based telephony, and warned that traditional fixed-line operators should change their business models to face the challenge. In his first public statement on the subject, Au Man-ho, director general of telecommunications at the Office of the Telecommunications Authority (Ofta), said on Tuesday the agency will begin developing regulations governing Internet-based telephony by the end of the year. ``Regulation should not obstruct the introduction of new technologies,'' Au said. ``We should apply the minimum …
