The chief of NATO's public diplomacy division, Jamie Shea, says the mood is "fairly positive" as the alliance gears up to becoming more "highly developed" than it was during the Cold War. In an interview with the Austrian newspaper Wiener Zeitung, he says the USA is rediscovering the need for stable coalitions to win the peace. He also advocates less waste to ensure Europe's defence spending is more effective.
