Byline: Liberia warns that the open register shipping system is threatened by the ITF's campaign against FoCs, writes Felicity Landon
THREATS to the open register shipping system are escalating, despite the fact that approximately 70% of developed countries' ships sail under open registers, says Joseph Ludwiczak, general secretary of the Liberian Shipowners' Council.
'As part of its ubiquitous campaign to eliminate open registers and deny shipowners the right to choose the flags under which they operate, the International Transport Workers' Federation, in concert with numerous activist groups, has renewed its efforts to re-open an intergovernmental debate on the 'genuine link' between the ship and its flag state,' says Mr Ludwiczak.
'The term 'genuine link' is a relic from political debates in the 1980s. It is promoted by the ITF as part of its campaign against so-called flags of convenience.
'Rather than focusing on subjective distinctions a flag may be designated an FoC only because the ITF says it is industry and regulators should be focusing on the crucial distinction between flags, ie the flag state's actual and measurable record of performance in terms of safety, environmental and regulatory compliance.'
A frequently espoused criticism of all open registers is that they routinely disregard safety and regulatory compliance, says Mr Ludwiczak.
